Confidence grades

Each cost page carries one grade: the lower of the salary grade and the employer contributions grade.

Grades from inputs/thresholds.md. Spread is the gap between the highest and lowest source median, relative to the lowest.
GradeSalaryEmployer contributionsPublished pages
Confidence A3 or more sources, spread within 15%every item backed by 2 statutory sources, one of them primary1
Confidence B2 or more sources, spread within 30%every item backed by at least 1 statutory source40
Confidence C2 or more sources, spread within 50%1 statutory plus 1 market source0

Below C, a figure is not published. A breakdown page needs salary at B or better, so a C salary never reaches a cost page; the grade C row counts zero pages by design unless a component other than salary sets it.

Independence: two sources count as independent when they come from different publishers. A second page from the same publisher is ignored. Outliers more than twice or less than half the median of the other sources are dropped with a note; two sources more than twice apart are both set aside.
